initial caps or capped as appropriate:

Short signs, however, may omit quotation marks or
appear in small caps without quotation marks:

the sign warned NO SWIMMING
A foreign phrase is italic; the translation is roman. Capitalize the
translation as appropriate; long signs need not carry all initial caps:
"Rauchen Verboten—No Smoking."
"Cave Canem, Beware of the Dog."
Near a Marxist sign, "Feja është opium per popullin—Religion is the opium of the people."
