Use a period at the end of a declarative sentence, a sentence containing an indirect question, and a sentence that is technically a question but meant as a command:
            I said I was going.
             Michael Klesius asked whether I was going.
             Will you please go.

A period precedes a closing quotation mark:
            Picasso's "blue period."
